Preliminary Concept Layout (Phase 3)

The Project team is now making minor updates to the preliminary layout, which will be presented to the Town Council in March 2025 for approval. The Project team is also summarizing project analysis and community input/feedback. Once complete, these documents and the overall project recommendations (Basis of Design) will be presented to the public at a Town Council meeting and available on this website.

The Moraga Road and Canyon Road Complete Streets – Safe Streets for All

On September 13th, 2023, the Moraga Town Council approved funding agreements (Staff Report) for the Moraga Road and Canyon Road Complete Streets Project – SS4A. The sections of the Moraga Road and Canyon Road (St. Mary’s Road to Sanders Drive) have been identified for desired safety improvements by the community and Town Council, with a number of these improvement recommendations listed in the 2016 Moraga Walk and Bike Plan, 2022 Moraga Local Roadway Safety Plan, and draft 2023 CCTA Lamorinda Action Plan.

The Moraga Road and Canyon Road Complete Streets Project aims to deliver corridor improvements that will provide continuous routes for outlying areas and connect residents to schools, services, and amenities within Moraga and the Moraga Shopping Center through improved access and safety to walking and biking. The project extends along Moraga Road and Canyon Road, beginning at St. Mary’s Road (north) and continuing to Sanders Drive (south). The Project proposes to:

  • repair or add new sidewalks,
  • install high-visibility crosswalks and ADA-accessible curb ramps,
  • support intersection safety through traffic signals and/or warning devices
  • manage speeds through radar speed feedback signage
  • enhance bike lanes with high-visibility markings and buffer zones
  • install new bus stop shelters with people-friendly benches and street trees

Project Goals

  • Safety: align with the Town’s Local Roadway Safety Plan and the USDOT Safe Streets and Roads for All (SS4A) Program, which focuses on increasing access and comfort while also eliminating roadway fatalities and serious injuries. Advance improvements that promote safe mobility for all roadway users along the entire corridor, regardless of their mode of transportation, through a cohesive, safe systems approach.
  • Access and Comfort: Improve access and connect residents to schools and services within Moraga through improved access and comfort to walking and biking facilities
  • Community-responsiveness: integrate principles of equity, engagement, and collaboration into determining strategies.
  • Sustainability: by making walking and biking safer and more comfortable, reduce vehicle miles traveled, thereby reducing greenhouse gas emissions and criteria air pollutants.

Outreach and Engagement Phases

Community outreach and engagement will occur in three phases:

    • Phase 1: Confirm Project Need – The first phase focuses on informing the community of the Project purpose and confirming with the community that the project meets existing needs.
    • Phase 2: Preliminary Concept Share – Preliminary concept drawings will be completed in this phase and shared to stakeholders and the general public. Comments will be collected and incorporated into the final concept drawings in the next phase.
    • Phase 3: Confirm and Refine Concept – The last phase will conclude with the finalization of the 15% Conceptual Design in preparation for proceeding with Task 3, Design Services. The final concept drawings will be presented to the public via a virtual open house and at the Town Council meeting for approval.
  • These improvements will encourage multimodal travel within the Town of Moraga. Your input is needed for a successful project and will be solicited across three phases of engagement.

Public Outreach Meeting at Joaquin Moraga (JM) Middle School

Our second phase of outreach will focus on collecting community feedback on the preliminary conceptual plans and aligning/confirming needs identified at the Pop-Up Event (phase 1). This is an opportunity for residents to further communicate needs and weigh in on conceptual improvements. We look forward to seeing and hearing from you!
