Town Wide Safety Improvement Project (HSIP)

Construction of the Town Wide Safety Improvement Project has been completed. Thank you all for your support and understanding during construction. 

Overview and Funding

The Town Wide Safety Improvement Project aims to improve safety by reducing traffic fatalities and severe injuries on public roads. It funds and provides infrastructure-related countermeasures tailored to address high-risk areas or systemic safety improvements.  The project is funded through the Highway Safety Improvement Program (HSIP), which is managed by Caltrans. The HSIP program identified priority projects based on data-driven approaches, including collision analyses. The current project (2024) is utilizing funding from Caltrans HSIP Cycle 10 and 11. 

Projects and improvements include installing new striping and signs, flashing beacons, and improving pedestrian crossings. More information on the process can be found in the Town's Local Roadway Safety Plan: https://www.moraga.ca.us/515/Local-Roadway-Safety-Plan

2024 Safety Improvements and Locations

Locations and Schedule

 We anticipate that the remaining electrical components will be installed by the end of August 2025. 

Refreshed striping on Moraga Road, between St. Mary's Road and Country Club Drive has been completed. Additional crosswalk striping will be added in Phase 2

Construction is anticipated to start in February 2025. The Town has selected E.E. Gilbert Construction, Inc (Martinez, CA) as the project's contractor; construction management will be conducted by Town forces. An overview of the improvement locations can be found on the below exhibit:

Construction will be completed in two phases to accommodate long lead times for electrical components. Phase 1 will consist primarily of sidewalk, curb ramp, and minor striping improvements. Phase 2 will consist of the installation of the electrical components (flashing beacons) and the remaining signing and striping installation.

Below is a schedule for the Phase 1 work. Please note that the days are subject to change based on weather and field conditions.

Phase 2 is anticipated to commence in August 2025.

Construction is anticipated to have limited impacts and delays to residents traveling in vehicles. The majority of the work will not require lane closures and can be performed in roadway shoulders. Digital message boards will be placed at improvement locations to inform residents of work schedules and impacts. Additionally, Town News Flashes will be created for planned construction that may result in vehicle days of 5 minutes or greater.
