2023 Annual Storm Drain Repairs
Update as of March 3, 2024
Construction of the 2023 Storm Drain Repairs Project is nearly complete. The last remaining work item involves the removal of concrete-like debris from a large diameter pipe near 320 Donald Drive. Additional locations may be added if there are remaining funds. Refer to the map, which displays the completed work locations.
Update on the 21-23 Storm Drain Repairs Project (as of 1/10/25)
During the week of 1/6-1/10/25, A3 Pipeline patched the inside of two storm water pipes on Deerfield Drive close to #425, and on Camino Ricardo near Ashbrook Place. Both pipes exhibited cracks and depressions along the pipe invert (bottom), and the contractor repaired the compromised areas with strong concrete patch material and water sealant. Residents may not have realized that construction was occurring because the work was underground and traffic was not impacted.
During the week of 1/13-1/17/25, A3 Pipeline will perform the same operations on Moraga Road between Buckingham Drive and Woodford Drive.
During the week of 1/20-1/24/25, A3 Pipeline will replace a storm water pipe that crosses between #112 and #112 Donald Drive, near Moraga Road. The existing pipe is corrugated metal (CMP) and has reached the end of its service life. The work also includes replacing an existing storm water catch basin and constructing an ADA ramp at the corner. The street will remain open to the public at all times. Staff is working with the County to minimize affects to the traffic signal.
11/18/2024-11/22/2024 Update
Repair of the storm pipe on Ashbrook Place is essentially complete. A3 Pipeline replace a 20-ft section of 30” diameter concrete storm pipe. The existing pipe had a longitudinal hole along the bottom of the pipe.
During the week of November 18-22, 2024, the contractor will replace approximately 4-ft of a 36” diameter concrete pipe which has a hole and exposed soil. The repair is located near #61 Corliss Drive.
11/04/24-11/08/24 Update
The Town’s contractor, A3 Pipeline, is scheduled to work on Ashbrook Place near Camino Ricardo (see map below). The work will include excavation and replacement of a 20-ft section of damaged 30” diameter concrete pipe. This work is expected to be completed within the next three to four days.
10/18/2024 Update
During the week of October 21-25, A3 Pipeline will be working on Moraga Way at School Street, near Chase Bank. At this location, a steel plate was placed in the valley gutter area when the lid of a concrete vault failed. The contractor will remove the top portion of the vault and construct a new lid and affected portions of the concrete valley gutter. The northbound traffic lane will be closed during construction. Traffic signs will direct drivers who are entering or exiting the shopping center including Chase Bank. This work is expected to be completed within the next 10 days.
Week of 9/30/24 – 10/4/25
The Town’s contractor, A3 Pipeline, anticipates that they will complete the work on Moraga Road near Paseo Linares on Monday, 9/30/24. They will then begin operations on Moraga Rd near Rheem Blvd (near the Saint Mary’s College building) (see map below). This work may take up to two weeks to complete. The contractor will excavate and replace an 18” diameter corrugated metal pipe that is severely damaged, as shown in this photo:
At least one lane of vehicular travel will always be open, but motorists may experience short delays.
Week of 9/16/24 – 9/20/24
The Town’s contractor, A3 Pipeline, is scheduled to work at 380 Moraga Road and on Moraga Road near Paseo Linares. In order to avoid conflicts with concurrent chip seal and slurry seal operations on Moraga Road between Buckingham Drive and Lafayette, A3 Pipeline is tentatively scheduled to jump back and forth between these two locations, as follows:
9/16 – 9/17 - Sawcut, excavate, remove, and replace existing storm water pipe outside of the roadway area near 380 Moraga Road.
9/18 – 9/23 – Excavate, remove, and replace existing storm water pipe across Moraga Road near Paseo Linares.
Week of 9/9/24 – 9/13/24
This week, the Town’s contractor, A3 Pipeline, completed repair of the storm water pipe near 315 Bedford Place. The contractor removed and replaced an 8-ft section of damaged 18” diameter concrete pipe. Here are photos of the broken pipe that was replaced and the contractor performing the work.
A3 Pipeline also removed and replaced approximately 100-ft of 36” diameter corrugated metal pipe. The newly installed pipe is 36” diameter corrugated HDPE (high density polyethylene pipe) which looks corrugated on the outside but is smooth on the inside. The contractor will complete the asphalt pavement repair on Friday, September 13th.
Week of 9/3/24 – 9/6/24
A3 Pipeline is beginning construction of the Town of Moraga’s Storm Drain Repair Project. The Project includes the repair and/or replacement of stormwater facilities throughout the Town. Stormwater facilities included in this construction project were prioritized based on recommendations provided by Harris & Associates and the available project budget. This project is funded with ARPA (Covid stimulus) funds.
The proposed schedule is as follows:
- 9/3/2024 – Mobilization, install signs, and install erosion and sediment control materials
- 9/4/2024 – Clean and CCTV the stormwater pipe near 320 Donald Drive
- 9/5/2024 – Clean and CCTV the stormwater pipe near 320 Donald Drive. Begin point repair of the stormwater pipe near 315 Bedford Place.
- 9/6/2024 - Complete point repair of the stormwater pipe near 315 Bedford Place.
- 9/9 – 9/23/2024 – Excavate, remove, and replace stormwater pipe near 1045 Camino Pablo.
Work Hours and Traffic Controls
Work hours are typically expected to be from 8:00 AM to 5:00 PM, Monday through Friday, though some variations in this schedule may occur. We appreciate your patience during this important road resurfacing work. Street parking will be prohibited at posted times. Please look for “No Parking” signs posted on barricades with specific days and hours of restricted parking. It is critical that no cars remain parked on the streets in the posted areas during the indicated times, as they may be towed. Traffic and pedestrian handling procedures will be put in place to minimize any inconveniences that may be caused by construction; however, we recommend taking alternate routes where possible and finding parking on adjacent streets to avoid significant delays. When traveling to and from home during construction, please observe lane and street closures and posted speed limit signs and signs indicating delays during each phase of construction. Emergency access will always be provided.
Note that garbage pickup will continue on your regularly scheduled day. As usual, please put your containers out the night before. All postal delivery services will continue as normal.

Project Update
The original 2021-2023 Storm Drain Repairs Project included the repair or replacement of the nine most critical pipe sections. Two bids were received and opened on August 3, 2023. However, the lowest bid received exceeded the authorized CIP construction budget and exceeded the engineer’s estimate by more than 15%. The limited number of bids received and the large differential between the bids and the amount exceedance of the engineer’s estimate appeared to indicate some issues within the prospective bidders’ understanding of the project scope. An addendum substantially revising the plans and specifications was released late into the bidding process, which may have contributed to an apparent lack of competition. In addition, discussions with environmental regulatory agencies during the bidding process created uncertainty with respect to potential jurisdictional regulations. Consequently, on August 23, 2023, the Town Council rejected all bids (Resolution 50-2023).
Since August 2023, staff has worked with the consultant to reduce the scope of the project to fit within the approved construction budget. The revised project includes five pipe sections (#1 - #5 Location Map). Each of the environmental regulatory agencies were consulted, and their concerns have been addressed, including changing the pipe rehabilitation method in one location from cured-in-place-pipe lining to machine spiral wound PVC liner or open trench replacement. The project plans and specifications were revised to remove any potential confusion about the scope of work.
On July 10, 2024, the Town Council awarded the construction project to A3 Pipeline of San Francisco and amended the storm drain repair priority list to include the recently identified storm drain deficiencies on Moraga Way at School Street and on Camino Ricardo at Whiting Court (#12 - #13 Location Map). These locations will be added to the construction project. In addition, staff has requested prices from the contractor to add other storm drain locations that were included in the original project but dropped from the re-bid project (#9 - #11 Location Map).

On November 9, 2022, the Town Council accepted the Basis of Design (BOD) Report's storm drainpipe repair recommendations for the 2021-2023 Annual Storm Drain Repairs Project (CIP 21-205). Twenty-two (22) priority storm drainpipe segments were recommended to be replaced, and now they will be engineeringly designed for repair.
Harris & Associates' sub-consultant, Presidio, began the inspection of approximately 30,000 LF (184 segments) of storm drainpipes. All pipes were inspected per the National Association of Sewer Service Companies (NASSCO) Pipeline Assessment and Certification Program (PACP) condition grading system. The defects within a pipe are graded from 1-5, increasing in severity, with five being the most significant. Grades are assigned based on the significance of the defect, extent of damage, percentage of restriction to flow capacity, and amount of wall loss due to deterioration.

On March 9, 2022, the Town Council approved $334,573 (including 10% contingency) for an engineering design services agreement using ARPA funding with Harris & Associates for the 2021-2023 Annual Storm Drain Repairs Project (CIP 21-205).
Harris's primary project tasks were to complete the following:
- Update GIS storm drain maps in accordance with the 2019 Addendum.
- Inspect 30,000 linear feet of storm drain to identify deficiencies, defects, obstructions, or potential failures focusing on all corrugated metal pipes (CMP) pipes and storm drainpipes/culverts 36" in diameter and larger on Town-owned property or easements.
- Document the conditions of the inspected pipes and prioritize the repairs to complete repairs on the most vulnerable pipe/culvert segments.
- Provide recommendations regarding repairs, replacement, operations, and maintenance; prepare cost estimates for repairs or rehabilitation for each recommended repair segment of the pipe within Public ROW in the form of a Basis of Design (BOD) report.
- Develop Plans, Specifications & Estimates (PS&E) for construction based on a $1.3 Million construction budget.
Harris recently completed a draft Basis of Design report documenting the inspection and running closed-circuit television (CCTV) of approximately 30,000 linear feet of storm drainpipe segments. Pipes were assessed for their condition on 1 to 5 grading scale per the National Association of Sewer Service Companies (NASSCO) Pipeline Assessment and Certification Program (PACP). Over the next few months, Harris will complete the 65% and 100% design drawings for the construction project. A Request for Construction Bid Proposals for the 2021-2023 Annual Storm Drain Repairs Project work is tentatively scheduled to be released in late February 2023. The goal is to bring the contract award to an April 2023 Council meeting for approval and for construction to begin in Summer 2023.

2022-2024 Worst Streets First Pavement Rehabilitation
Storm drainpipes within 2022, 2023, and 2024 Pavement Rehabilitation "Worst-First" projects are being CCTV inspected under those respective projects and will be addressed within the pavement project scope, consistent with past pavement management program practices.
