Capital Improvement Program

The Town’s Capital Improvement Program (CIP) section is responsible for the administration of the current CIP. This includes budgeting and management of the design and construction of various projects throughout the year.

A Capital Project is a project that helps maintain or improve a Town asset, often called infrastructure.  Below are the key projects currently being constructed in Moraga.

NOTICE TO CONTRACTORS FOR THE OPPORTUNITY TO BE ADDED TO THE QUALIFIED CONTRACTOR BIDDERS LIST 

Pursuant to Public Contract Code Section 22000 et seq.

Town of Moraga approved an ordinance electing to be subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA) Section 22032 for Town Public works construction projects costing up to $220,000. The Town of Moraga Ordinance No. 292 authorizes the use of informal bidding procedures in compliance with CUPCCAA. The State Controller may adjust monetary limits, and such monetary limits shall prevail and apply.

Under the informal bidding procedures, the Director of Public Works is authorized to develop and maintain a list of contractors in accordance with Section 22034 of the California Public Contract Code and criteria promulgated from time to time by CUPCCAA.

Town of Moraga is creating an informal bid list of contractors that may be interested in performing future Public Works projects. The Town will update the list annually, on January 1 of each calendar year. The town may include any contractor’s name it desires on the list but must include, at a minimum, all contractors who have properly provided the town with the required information during the calendar year.

Once the contractors are on the list, a notice inviting informal bids for projects costing up to the limit set forth above will be emailed to all contractors on the list for the category of work to be bid. Being on the list assures contractor notification of informal bid projects.

Contractors who are interested in being included in the lists must submit the following required information:

  • Name & Address: The name and address reflecting business name and mailing address.
  • Email Address: The best email to which notices of public projects should be sent.
  • Phone Numbers: A phone number at which the contractor may be reached.
  • Type of Work; The type of work that the contractor is interested in and currently licensed to perform.
  • License Classification & Number: The class of contractor license(s) type held, the contractor’s license number(s) and expiration date(s).
  • DIR Number: Contractor’s Registration Number with the California Department of Industrial Relations (DIR) and expiration date.

Interested contractors may download the Qualified Contractors Application. Once completed, email to publicworks@moraga.ca.us. While the initial deadline to submit this form is Friday, March 21, 2025, to ensure timely notification of informal projects for calendar year 2025, contractors may send the complete Qualified Contractors Application at any time.  

Please note that all contractors, regardless of whether they were on the town’s CUPCCAA list in a prior year, must submit a completed Qualified Contractors Application annually. This helps maintain each contractor’s current standing on the town’s CUPCCAA list for each Calendar Year.

The California Uniform Public Construction Cost Accounting Act (CUPCCAA) is under the umbrella of the California Uniform Public Construction Cost Accounting Commission and provided for alternative bidding procedures pursuant to the Public Contract Code, Sections 22000 through 22045, when an agency performs public project work by contractor.
