This page has been created to provide an archival record of some of the community engagement opportunities that took place during Phase One of the Comprehensive Advanced Planning Initiative, including the Town’s Housing Element update, in 2021 and 2022. The Housing Element required regularly scheduled meetings to engage the residents of Moraga and also included a townwide resident survey. Additional Housing Element meetings took place in November and December, 2022 and January 2023 as the Element was brought forward for adoption.
Program Overview
The Housing Element included an extensive public engagement process to reach all segments of the community. One of the goals of the process was to ensure that residents were aware of the requirement to zone for a variety of housing types and address affordable housing needs, and to ensure that the policies reflect local priorities and values. The public engagement process included community workshops, presentations to neighborhood and community organizations, focus group meetings, web-based information and activities (surveys), and updates to the Planning Commission and the Town Council, as well as public hearings. Numerous communication platforms were utilized, including flyers, social media posts, web announcements, press releases, news stories, and information for neighborhood newsletters.
Government Code 65583(c)(7) requires that: "The local government shall make a diligent effort to achieve public participation of all economic segments of the community in the development of the housing element.” As part of the Housing Element Update, the Town was required to to describe efforts made to engage the community, including groups who have historically been under-represented in such processes (such as renters and non-English speaking residents). The community engagement process was designed to establish a community vision, continually inform the public, engage in meaningful dialogue, and receive input and feedback so that a path forward was established.
