Town Manager -  Mike Segrest
The Town of Moraga operates under the Town Manager/Council form of government. The Town Council provides overall policy direction, with the Town Manager responsible for implementing adopted Town policies. The Town Manager, along with the Town's professional staff provides advice and assistance to the Town Council in the performance of their duties.

In addition, the Town Manager is responsible for hiring Town staff, and administering all Town programs. Several of the programs undertaken by the Town are directly supervised from the Town Manager's Office.

Town Clerk - Marty McInturf
The Town Clerk performs a variety of duties including: processing, indexing and maintenance of records of all municipal ordinances, resolutions and legislative actions and public access to those records; preparation and distribution of Council agendas and minutes; posting, mailing and publication of legally required notices of public hearings and meetings in accordance with the Brown Act; coordination of municipal elections and serves as the Town's filing officer for the Fair Political Practices Commission's statements of economic interests and local campaign filings. Administrative Services Director - Joan Streit
The Finance Department provides fiscal support and management information on Town Revenues and expenditures and revenues. It records all financial transactions through accounting, payroll, cash and collection services. Finance is responsible for producing the Town Budgets, quarterly financial statements, and supporting the annual independent audit.

Administrative Services Technician - Beth Cowley             
Accounting Technician performs a variety of technical accounting duties involved in the preparation, review, and maintenance of financial records including accounts payable, payroll, health benefits, accounts receivable, and cash receipts.

Town Treasurer - Tracy Vesely
Moraga's Town Treasurer serves a two year term, without compensation and is appointed by the Town Council. The Treasurer assists the Town with financial advice and oversight

The Treasurer's duties include:

Review of the Town's monthly revenues and expenditures

Signatory on Town warrants

Providing sound advice on investments

Other financial duties as assigned by the Town Council

Town Attorney
The Town of Moraga contracts with the firm of McDonough, Holland and Allen (MHA) for general legal services. Michelle Kenyon of MHA serves as Moraga’s chief counsel.

The Town Attorney performs the following functions:

  • Serves as chief counsel to the Town for both elected officials and staff
  • Drafts and reviews ordinances, resolutions, contracts, deeds, leases, and other legal documents
  • Represents the Town in litigation, as either a defendant or prosecutor
As a chief counsel, the Town Attorney attends Town Council meetings to provide on-the-spot counsel and to have firsthand knowledge of current and proposed Town actions. She is responsible for rendering opinions on specific legal issues.

In matters requiring litigation, the Town Attorney is familiar with the laws bearing on the Town’s actions, particularly local ordinances and internal procedures and is responsible for representing the Town in court.
